Do I need to put postage on the envelope--it says "No postage necessary"?

Along with your absentee ballot, you will get an envelope (or printable envelope template) which says "OFFICIAL ABSENTEE BALLOTING MATERIAL - FIRST-CLASS MAIL  No Postage Necessary in the U.S. Mail - DMM 703.8.0".  If you are able to get this envelope to a U.S. Military post office (APO/FPO) or U.S. embassy/consulate, it will be postage paid.  If you send your ballot via international mail, you must affix appropriate postage.  Either way, make sure to send your ballot so that it is received by your local election official by Election Day.
